Palais des Nations, le 17 avril 2018<\/strong><\/p>\n<p>Cette r\u00e9union a eu pour but d\u2019examiner les indicateurs actuels de l\u2019Objectif 4 des ODD, en particulier ceux relatifs \u00e0 la cible 4.7, tels qu\u2019ils sont propos\u00e9s par l\u2019IAEG-ODD.<\/p>\n<p>Claire de Lavernette, Pr\u00e9sidente du groupe des ONG sur l\u2019\u00e9ducation aux droits de l\u2019homme, et Alfred Fernandez, Directeur G\u00e9n\u00e9ral de l\u2019OIDEL nous ont pr\u00e9sent\u00e9 l\u2019objectif 4 des ODD. Cet objectif vise \u00e0 assurer une \u00e9ducation de qualit\u00e9, inclusive et \u00e9quitable, et promouvoir des possibilit\u00e9s d\u2019apprentissage tout au long de la vie pour tous. En effet, l\u2019\u00e9ducation est un droit fondamental et un bien public.<\/p>\n<p>Luis Peral, ancien Ministre r\u00e9gional de l\u2019Education et ancien S\u00e9nateur espagnol, a mis en \u00e9vidence l\u2019importance de la reconnaissance constitutionnelle de l\u2019\u00e9ducation dans les diff\u00e9rents pays. Selon la tendance globale, plus il y a d\u2019\u00e9coles gouvernementales dans un pays, plus ce dernier a des points dans le rapport PISA. L\u2019\u00e9ducation doit \u00eatre adapt\u00e9e selon les besoins nationaux mais aussi locaux, en prenant en compte les sp\u00e9cificit\u00e9s de chaque r\u00e9gion.<\/p>\n<p>Stefania Gandolfi, titulaire de la Chaire UNESCO de l\u2019Universit\u00e9 de Bergamo, nous a rappel\u00e9 l\u2019importance de la participation familiale ainsi que celle de la communaut\u00e9 dans l\u2019\u00e9ducation. En effet, cette participation est essentielle au d\u00e9veloppement des capacit\u00e9s, des attitudes et des valeurs de chaque personne. La libert\u00e9 d\u2019\u00e9ducation est la base du pluralisme, qui permet le dialogue entre \u00e9gaux. C\u2019est un r\u00e9el facteur de d\u00e9mocratie, permettant ainsi aux personnes d\u2019acqu\u00e9rir un savoir critique. Les in\u00e9galit\u00e9s sociales sont aggrav\u00e9es s\u2019il y a une mauvaise \u00e9ducation. Afin d\u2019avoir une \u00e9cole de qualit\u00e9, il est n\u00e9cessaire que l\u2019\u00e9cole soit gratuite afin de garantir le droit \u00e0 l\u2019\u00e9ducation pour tous et l\u2019\u00e9cole doit tenir compte des probl\u00e8mes individuels mais \u00e9galement collectifs.<\/p>\n<p>Felice Rizzi, Professeur \u00e9m\u00e9rite, Universit\u00e9 de Bergamo et Association Vittorino Chizolini, nous a fait part de ses connaissances sur divers \u00e9l\u00e9ments globaux. Tout d\u2019abord il nous a rappel\u00e9 le probl\u00e8me structurel de la crise des r\u00e9fugi\u00e9s, avec notamment l\u2019exemple palestinien o\u00f9 l\u2019on peut voir au Liban la quatri\u00e8me g\u00e9n\u00e9ration de personnes vivant dans des camps de r\u00e9fugi\u00e9s. Il y a cinquante ans en Europe, le mod\u00e8le \u00e9ducatif voulait une centralisation de l\u2019\u00e9ducation, tandis qu\u2019aujourd\u2019hui il y a plut\u00f4t une planification des diversit\u00e9s. Pour cela, l\u2019Etat doit donner des espaces aux diversit\u00e9s et construire une unit\u00e9 \u00e0 partir de ces derni\u00e8res afin de trouver une unit\u00e9 du bien commun. M. Rizzi nous a aussi parl\u00e9 de la la\u00efcit\u00e9 qui devrait reconna\u00eetre les diversit\u00e9s culturelles, y compris les religions. Afin d\u2019obtenir une r\u00e9elle coh\u00e9sion sociale, l\u2019Etat doit garantir l\u2019unit\u00e9 globale. Quant \u00e0 l\u2019ONU, elle doit \u00eatre r\u00e9form\u00e9e car elle n\u2019est plus adapt\u00e9e aux besoins de notre temps et elle n\u2019a plus de r\u00e9el pouvoir. Le r\u00f4le de l\u2018UNESCO est d\u2019appuyer les politiques \u00e9tatiques. Elle doit pouvoir garantir les diff\u00e9rentes structures qui proviennent de la soci\u00e9t\u00e9 civile ainsi que travailler avec les universit\u00e9s qu\u2019on pour objectif une r\u00e9elle coop\u00e9ration internationale. Pour conclure, le professeur Rizzi a point\u00e9 l\u2019importance de l\u2019intervention \u00e9tatique dans les r\u00e9gions les plus d\u00e9favoris\u00e9es.<\/p>\n<p>&nbsp;<\/p>\n<p><strong><em>Freedom approach to SG4. Palais des Nations, April 17th, 2018<\/em><\/strong><\/p>\n<p><em>This meeting aimed at examining the current indicators of the Objective 4 of the ODD, in particular those relative to the target 4.7, such as they are proposed by the IAEG-SDGs.<\/em><\/p>\n<p><em>Claire de Lavernette, President of the group of the NGOs on the education in human rights, and Alfred Fernandez, General Director of OIDEL, presented us the objective 4 of the SDGs. This objective aims at assuring an including and fair quality education, and at promoting possibilities of learning throughout life for all. Indeed, the education is a fundamental right and a public good.<\/em><\/p>\n<p><em>Luis Peral, former regional Minister of Education and former Spanish senator, highlighted the importance of the constitutional recognition of the education in the different countries. According to the global tendency, the more there are governmental schools in a country, the more this country has highs points in the PISA report.\u00a0 The education must be adapted according to the national but also local needs, by taking into account the specificities of every region.<\/em><\/p>\n<p><em>Stefania Gandolfi, holder of the UNESCO Chair of the University of Bergamo, mentioned the importance of the family and the community participations in the education. Indeed, this participation is essential in the development of the capacities, attitudes and values of every person. The educational freedom is the basis of the pluralism, which allows the dialogue between equals. It is a real factor of democracy, so allowing the people to acquire a critical knowledge. The social inequalities are aggravated if there is a bad education. To have a quality school, it is necessary that the school is free to guarantee the right to education for all and the school has to take into account individual but also collective problems.<\/em><\/p>\n<p><em>Felice Rizzi, Emeritus Professor, University of Bergamo and Vittorino Chizolini Association, shared with us his knowledge on diverse global elements.\u00a0 First of all he reminded us the structural problem of the crisis of the refugees, with in particular the Palestinian example where we can see in the Lebanon the fourth generation of people living in refugee camps. Fifty years ago in Europe, the educational model wanted a centralization of the education, whereas today there is rather a planning of the diversities. For that purpose, the State has to give spaces to the diversities and build a unity from these diversities to find a unity of the common good. Mr. Rizzi also mentioned the secularism that should recognize cultural diversities, including religions. To obtain a real social cohesion, the State has to guarantee the global unity. As for the UN, it must be reformed because it is not anymore adapted to the needs of our time and it does not have a real power anymore. The role of the UNESCO is to support the State policies. It must be able to guarantee the various structures that come from the civil society as well as to work with universities with the objective to have a real international cooperation.
